There are several theories that explain the development of TQM.
Deming’s theory is based on fourteen points of management. It states that quality is equal to the result of work efforts divided by the sum of the costs and that costs rise while the quality drops. Crosby also made similar statements.
Joseph Juran’s theory introduced the “quality trilogy concept.” The theory is made up of quality planning, quality improvement, and quality control. Juran clearly pointed out that the way to getting results is to lay down the desired goals, to have a plan for achieving the target, give individuals their responsibility, and to base the results on the award achieved (clement, n.d.)
Quality plan is developed to help determine customers’ needs in terms of quality and to adopt a management plan to meet their expectations. The plan helps the project manager to find out if the deliverables are being produced to the required standards.

Management involves four basic functions i.e., planning, organizing, leading, and controlling the resources.
